George Bush is actively opposing any actions that might do any good. His only notable initiatives are research into carbon sequestration for coal plants, amounting to a massive R&D subsidy for companies who have no intention of reducing their carbon output, and another massive subsidy for farmers to grow biofuel feedstock plants which have recently been condemned by the UN IPCC as a wholly inappropriate response.
On a state-by-state basis, California is way out in front, with Swarzenegger helping to raise awareness and set tough targets from energy efficiency, renewables and emissions reduction.
Twenty-eight states have climate action plans and nine have state-wide emission targets. The states of California and New Mexico have committed most recently to emission reductions targets, joining New Jersey, Maine, Massachusetts, Connecticut, New York, Washington and Oregon.
Perhaps of more general political importance are the regional and inter-region agreements and initiatives. These include the Regional Greenhouse Gas Initiative (8 north-east states), the Clean and Diversified Energy Initiative (18 western states), the Cities for Climate Protection Campaign (650 local governments worldwide) and the US Mayors' Climate Protection Agreement (319 US cities).
